Germany is effectively a no-tint state for front windows since the 70% VLT requirement leaves almost no room for any aftermarket film when you account for factory glass. Rear windows can go to any darkness but they must carry ECE-R43 certification, and the film has to be installed by a certified workshop since DIY is illegal. It's one of the most regulated environments for tint anywhere in the world, and TUV or DEKRA inspection is mandatory.
