Delaware is one of the stricter mid-Atlantic states with a 70% front side limit that leaves almost no room for visible tint film. The saving grace is that back and rear windows can go as dark as you want on every vehicle type. If you're getting tint installed in Delaware, you'll want to put all your effort into the rear glass since the fronts are functionally untintable.
