Rear windows: any darkness with mandatory ECE-R43 certification. DIY installation is illegal — must use certified workshop. TÜV/DEKRA inspection required.

Germany is effectively a no-tint state for front windows since the 70% VLT requirement leaves almost no room for any aftermarket film when you account for factory glass. Rear windows can go to any darkness but they must carry ECE-R43 certification, and the film has to be installed by a certified workshop since DIY is illegal. It's one of the most regulated environments for tint anywhere in the world, and TUV or DEKRA inspection is mandatory.

Front side windows need a minimum of 70% VLT. Back side windows require any darkness, and the rear window requires any darkness.
The VLT limits are the same for both body styles. A sedan in Germany (Nationwide) needs 70% VLT on the front side windows, any darkness on the back side windows and any darkness on the rear window. An SUV, van or pickup needs 70% VLT on the front side windows, any darkness on the back side windows and any darkness on the rear window. Same StVZO rules apply to all vehicle types. Rear windows any darkness with ECE-R43 cert. No metallic/mirrored films on any window.
A first offense is typically EUR 25 Verwarnungsgeld. Repeat offenses can cost EUR 25 + TÜV failure + registration revoked.
Your car's factory glass already blocks some light (usually around 70-80% VLT). When you add tint film, the combined VLT is lower than the film alone. For example, 35% film on 75% factory glass gives you about 26% combined VLT. The calculator above does this math for you.
